To take stock of progress made in implementing the Vientiane Plan of Action for GMS Development (2008-2012), which was adopted by GMS Leaders at their Third Summit
To strengthen the GMS Program's responses to the key issues facing the subregion amid a challenging global economic and financial environment
To continue the process of enhancing the engagement of development partners in the GMS Program
